The European Data Hub enters its final chapters as EBA locks in technical standards

The long-running European Pillar 3 Data Hub (P3DH) project is reaching its final stretch. The European Banking Authority (EBA) has published the final Implementing Technical Standards (ITS), defining how large EU banks must submit prudential disclosures from mid-2025. The framework cements the EBA’s role as a central access point for supervisory data, forcing banks to move away from fragmented disclosures and into a structured, machine-readable format.

The ITS, published on 12 February, lays down the rules: institutions must submit disclosures in XBRL-CSV, with reports also provided in PDF. These will be published without modification, keeping banks fully accountable for their data. The first onboarding guidance is expected in Q1 2025, with a transition period from June to December 2025 before the system becomes fully mandatory. Small and non-complex institutions (SNCIs) will have their own ITS later this year, but for now, the focus is on making sure the largest players are ready to go.

This isn’t happening in isolation. The P3DH is designed to integrate with the European Single Access Point (ESAP), the EU’s ambitious plan to create a one-stop shop for financial and sustainability disclosures. We recently covered ESAP’s finalised standards in this article.

The EBA took industry feedback into account, running a voluntary pilot to fine-tune the system. With the rules defined, it’s now up to institutions to get their systems in order. The clock is ticking.
